Part B - General Information

1.

Member Training - Changes to Data Protection and Code of Conduct Repeat

We have Member Training on Data Protection and Code of Conduct (Repeat) scheduled for Thursday 4 October from 1.30pm.

 

We have separated out the sessions to enable Members to attend either or both sessions. The timings will be as follows;

 

Code of Conduct – 1.30pm ~ 3pm

 

Data Protection – 3.15pm ~ 4.45pm

2.

Attendance by Essex Police's District Commander for Brentwood and Epping Forest at the next Communities Select Committee Meeting

At the meeting of the Communities Select Committee on 13th November 2018 in the Council Chamber (which commences at 7pm), Essex Police’s District Commander for Brentwood and Epping Forest, Chief Inspector Lewis Basford, will be giving a presentation on:

 

The policing of the Epping Forest District and current local policing issues and concerns”

 

Following the presentation, members will have an opportunity to ask the District Commander questions about policing the District. 

 

At its meeting on 4th September 2018, members of the Select Committee agreed the following issues that they would like the District Commander to either cover in his presentation or answer through questions:

 

  • The Police’s approach to dealing with offenders and suspects with mental health problems – this was probably the main issue that they would like you to cover in your presentation
    • The pathways used by the Police to help and deal with such people
  • Current retention and recruitment issues for front line police officers
    • Current numbers of police officers covering the Epping Forest District and the recent and forecast trend.
  • An assessment of anti-social behaviour in the District, particularly over the Summer (compared to last summer)
    • The Police’s general approach to dealing with anti-social behaviour
    • Your plans for preparing for Halloween this year
  • Current service levels and response times for handling 101 and 999 calls
  • Average response times to emergency calls (from receipt to attendance)
  • Current crime clear up / detection rates and recent trends
    • Proposed strategies for improving detection rates
  • The Police’s response to the recent increase in burglaries in the District  
  • How the Police work pro-actively with young people, particularly for the prevention of ASB and the outcomes from any associated initiatives
    • The scope for more pro-active work to be done in local schools to prevent crime
  • How often, if at all, the 3 EFDC-funded Police Officers have been called to incidents outside of the District “to date”
    • A general view on the success or otherwise to date of the 3 EFDC-funded Police Officers.
  • How local town and parish councils can fund PCSOs or Special Constables for their areas and, if funded, how they are tasked and the involvement of the local councils in tasking
    • The cost of funding PCSOs or Special Constables by town and parish councils

 

As requested by the Committee, CI Basford has been given advanced notice of these, in order to give him sufficient time to prepare for the meeting, to therefore make the discussion and any possible outcomes useful and meaningful.

 

At the same meeting, the Select Committee will also be considering and discussing the Epping Forest Community Safety Partnerships’ Annual Report.

 

The Chairman of the Select Committee, Cllr Holly Whitbread, would like to extend an invitation to all Members of Council who have an interest in policing in the District to attend the Select Committee meeting, if they would like to take part in the discussion.

Change of Date for October Cabinet and the Asset Management and Economic Development Committee Meetings

Please note that with the permission of the respective Chairmen the dates of the Cabinet  and the  Asset Management and Economic Development Cabinet Committee have been changed.

They will now been held on:

 

  • Cabinet moved to 18 October;
  • Asset Management and Economic Development Cabinet Committee has now been moved to 25 October.

Part C - Portfolio Holder Decisions

The notification of decisions taken by individual Portfolio Holders is no longer included in the Council Bulletin.

 

All members of the Council receive automatic email notification of the publication of each individual Portfolio Holder decision and the call-in period for each decision commences immediately. Members wishing to call-in a decision should complete the attached call-in form and return it to Democratic Services before the expiry of five working days following the publication date of the decision. Members should refer to the Constitution (Article 6 - Overview and Scrutiny) for the rules of call-in.
