Members discussed the merits of the scheme and after voting against the officers recommendation, Cllr Philip proposed the following reason for refusal of the application, negative impact upon the character and appearance of the site and streetscene and harm to the amenity of the neighbouring property, this was seconded by Cllr McIvor and the Committee voted on the proposal to refuse the application.
Decision: This application was refused.
