The Deputy Leader will act as Chairman of the Appointments Panel, in the absence of the Leader of the Council.

To note the Terms of Reference of the Appointments Panel.

(Director of Governance) To receive any further nominations for the appointment of the Vice-Chairman of the Council for the 2016/17 municipal year. One valid nomination has so far been received for the appointment of the Vice-Chairman of the Council for the next municipal year.

(Director of Governance) At the meeting of the Panel held on 12 May 2016, notification was given of the following Group Leader and Deputy Group Leader appointments for the 2016/17 municipal year:

The Director of Governance will report on the current position with regard to the notification of the constitution of Political Groups for the next municipal year. The relevant notification form is attached.

(Director of Governance) The Leader/Deputy Leader of the Council to report on the current position with regard to the following for the next municipal year:

(a)         Cabinet appointments;

(b)         Cabinet portfolios and responsibilities; and

(c)         Cabinet committees and appointments.

Details of the Leader’s appointments for the current municipal year are attached.

(Director of Governance) To further consider nominations for membership of Committees, Sub-Committees and Panels for the next municipal year.

(a)         Nominations

A schedule detailing those nominations already received for the next year is attached.

(b)        Overview and Scrutiny

Although nominations to the Overview and Scrutiny Select Committees and any ongoing Task and Finish Panels are not required for the annual Council meeting, a schedule detailing those nominations already received for the next year is attached. Nominations will be considered at the first meeting of the Overview and Scrutiny Committee in the next municipal year.

(Director of Governance) To further consider member appointments to outside organisations for the next municipal year,(including appointments of the Leader of the Council), for organisations carrying out:

(a)         Executive Functions; and

(b)         Non Executive functions
