Part C - General Information

1.

Eco-Protest - Dobbs Weir

At the meeting of the Council on 30 July 2019, Councillor Y Knight raised a question with regard to the funding of the joint police response to the eco-protest at Dobbs Weir. Although the Community and Partnership Services Portfolio Holder, Councillor N Bedford, indicated that he would cover this issue in his next report to the Council, he has asked that the following information now be included in the Council Bulletin, so that members are afforded an early response to this matter.

 

Councillor Bedford understands that it is not likely that the Home Office will cover the cost of the funding of the joint police response to the situation at Dobbs Weir and that the overall cost of the police response to the incident will have to be managed by Essex Police. Councillor N Bedford has been advised that mutual aid between police forces is provided on a free basis unless officer overtime is incurred, in which case that will also become the responsibility of Essex Police.

Licensing Sub-Committee on 6 August - cancelled

3.

Prosecution - Failure to Respond to Notice

Mr Patrick O’Connor is the owner of 41 Roydon Lodge Chalet Estate, Roydon. An investigation is being carried out by Planning Enforcement in respect of the land and, on 22 January 2019, a Planning Contravention Notice was served on Mr O’Connor requiring him to provide details of the various activities taking place in a caravan placed on his land. Mr O’Connor failed to respond to the Notice despite being given a reminder to do so and prosecution proceedings were therefore commenced against him.

 

Mr O’Connor failed to attend the hearing at Chelmsford Magistrates Court on 25 July 2019 and the Magistrates agreed to deal with the matter in his absence. Mr O’Connor was fined £600.00 and ordered to pay costs of £374.14 and a Victim Surcharge of £66.00. Planning Enforcement Officers will continue to investigate the matter.
