Constitution

An update to the Constitution was published on 12 August 2019, incorporating:

 

(a)         a revised version of the Council’s member guidance with regard to gifts and hospitality, agreed by the Council at its meeting on 30 July 2019;

(b)         revisions to the Scheme of Delegation (Delegation of Executive Functions) to enable the efficient operation of the Council’s estate management function, agreed by the Council at its meeting on 30 July 2019; and

(c)         revisions to the Scheme of Delegation to reflect the Council's new management structure, pursuant to the authority delegated to the Monitoring Officer to make changes to the Constitution to give effect to decisions of the Council and to ensure that the Constitution is maintained and up-to-date.

Former Councillor P. Pennell

It is understood that former Councillor Philip Pennell, who represented the former Waltham Abbey West ward of the district, has recently passed away. The Council understands the funeral for former Councillor Pennell will take place at Waltham Abbey Church at 1.30pm on 27 August 2019.

Meeting Cancelled - Council Housebuilding Cabinet Committee - 12 September 2019

The meeting of Council Housebuilding Cabinet Committee scheduled for Thursday, 12th September, 2019, 7.00 pm has been cancelled, due to lack of business.

The notification of decisions taken by individual Portfolio Holders is no longer included in the Council Bulletin.

 

All members of the Council receive automatic email notification of the publication of each individual Portfolio Holder decision and the call-in period for each decision commences immediately. Members wishing to call-in a decision should complete the attached call-in form and return it to Democratic Services before the expiry of five working days following the publication date of the decision. Members should refer to the Constitution (Article 6 - Overview and Scrutiny) for the rules of call-in.
