Central Line Timetable Changes

What we are doing and the benefits of the work

We are carrying out works to the trains as part of the circa £380 million investment by TfL to the Central Line Improvement Programme. The benefits of this include the replacement of old motors on the trains meaning fewer broken down trains and a more reliable service. For those of you with accessibility needs we’re improving accessibility onboard the trains including more space for wheelchair users, as well as improved audio and visual passenger information. We’re also adding CCTV onboard to make for a safer journey.

Reduction in morning and evening peak services at Debden, Theydon Bois and Epping stations.

We are sorry that this much needed Central line work means that we will have to reduce morning and evening peak services at Debden, Theydon Bois and Epping stations. In real terms this means reducing the 11 trains in the peak hour that we currently run from Debden, to 9 trains per hour (and 10 down to 8 at Epping).

Woodford and Hainault Train service

We will be running a train service that will act as a shuttle between Woodford and Hainault. As it does today, the train service will continue to run at a frequency of 3 trains per hour. Currently each week day morning there are three trains which run from Hainault through to Central London, and these will continue as eight car trains under the new timetable. When there are four car trains, all customers will continue to be able to board the train.

Central London services

The new timetable also allows us to make improvements at other times on the busiest section of the line through central London, between Leytonstone and White City and increase services:

•           Monday to Friday 06:00 - 07:00, from 15 to 18 trains per hour

•           Monday to Saturday 22:00 - 23:00 from 19 to 24 trains per hour

•           Sunday 15:15 -19:15 from 22 to 24 trains per hour.

We will continue to provide you with further information about these changes in January, via email updates and meet the manager sessions in some stations. In the meantime, if you have any questions please let me know.

Member Training - Electronic Expenses Claims - Cancelled

Please be advised that the Member Training on Electronic Expenses Claims scheduled for 26 November has been cancelled.

 

We will be rescheduling early in the new year.

4.

Constitution

An update to the Constitution was published on 8 November 2019. The update incorporates a number of revisions to Article 10, the Scheme of Delegation and the Procedure Rules, all of which were agreed by the Council at its meeting on 5 November 2019.

Member Briefing - Police, Fire and Crime Commissioner

As part of the work programme for the Overview and Scrutiny Committee for the current municipal year, the Police, Fire and Crime Commissioner will be making a briefing to all members with regard to the success of the joint governance arrangements established for closer working between the police, fire, and rescue services in Essex. The briefing will be held from 6.00pm to 7.00pm on 25 February 2020, preceding the meeting of the Council that evening.
