Members Accommodation - The New World Designs are now being pulled together for the internal fitting out of the refurbished Civic Offices. It is proposed that a group of Members be established to have an input into the design of a new area for their use within the offices. The initial meeting of the Design Group will be on Thursday 19th December at 6.30pm. Should any Member wish to be part of this Design Group then can they please let Kim Partridge, kpartridge@eppingforestdc.gov.uk know by Friday 6th December. |

PSH Grants and CARE Team Following a number of resignations in the PSH Grants and CARE Team it is not possible to maintain the current level of service. The vacant posts will be recruited either internally by staff as part of the restructure, or externally if there are no suitable candidates. Until the recruitment process is completed the Team will be unable to assist with the non-emergency elements of the Handyperson Scheme. This includes work like minor plumbing, remedial carpentry, replacing electric bulbs, curtain rails, minor tiling, dripping taps, leaking gutters.
Also, anyone wanting to apply for a discretionary Decent Homes or Small Works Grants will be advised that the Team will be unable to consider an application at this stage; they will be included in an Interested Parties List and will be notified in due course when we are able to pick up the service again.

Civic Offices - Underground Car Park The Returning Officer is currently finalising preparations for the Parliamentary Election to be held on 12 December 2019. Part of the underground car park at the Civic Offices will be unavailable from 11 to 13 December 2019 inclusive, to allow Presiding Officers to access the election store to collect and return polling screens and other equipment. This area includes the three parking spaces within the underground car park that are nominally available (although not reserved) for the Chairman of the Council and the Leader of the Council. These spaces will not be available for parking use for the duration of this period

Member Briefing - Whipps Cross Hospital As part of the work programme for the Overview and Scrutiny Committee for the current municipal year, arrangements have been made for the Redevelopment Director for Whipps Cross Hospital to make a briefing to all members with regard to with regard to the plans of Barts Health NHS Trust for the redevelopment of Whipps Cross. The briefing will be held from 6.00pm to 7.00pm on 28 January 2020, preceding the meeting of the Overview and Scrutiny Committee that evening.

Council Housebuilding Cabinet Committee - Next Meeting The next meeting of the Council Housebuilding Cabinet Committee was due to meet on the 12 December 2019. In agreement with the Chairman this meeting has now been moved to the 19 December 2019 at 7pm in the Council Chamber.

Task and Finish Panel At its meeting on 19 November 2019, the Overview and Scrutiny Committee agreed the establishment of a new Task and Finish Panel to undertake a review of existing arrangements to support the viability and regeneration of local high streets. The scope of the work of the Panel will be considered by the Committee at its meeting to be held on 28 January 2020.
In the meantime, any members wishing to join the Task and Finish Panel should advise democraticservices@eppingforestdc.gov.uk of such interest as soon as possible. It is likely that the first meeting of the Panel will be held during February 2020.

We are looking to recruit an Armed Forces Champion PDF 129 KB Epping Forest District Council is a signatory to the Essex Community Covenant and already supports the Armed Forces through some of its services.
The Armed Forces Community Covenant is a voluntary statement of mutual support between a civilian community and its local Armed Forces Community.
The purpose of this Community Covenant is to encourage support for the Armed Forces Community working and residing in Essex and to recognise and remember the sacrifices made by members of this Armed Forces Community, particularly those who made the ultimate sacrifice. This includes in-service and ex-service personnel their families and widow(er)s in Essex.
For the Armed Forces community, the Community Covenant encourages the integration of Service life into civilian life and encourages members of the Armed Forces community to help their local community.
For the Council to successfully implement the Covenant we need to set up a core infrastructure which includes identifying a Member Champion who drives this work across the Council.
The purpose of the Champion is to promote and advocate the interests of the Armed Forces Community within the local authority; to act as single point of contact; and to engage with the Armed Forces Community locally to identify key issues of concern.
Ideally the Champion will have an interest in supporting the Armed Forces and be empowered to effect change right across the authority.

Local Adult Social Care Services Essex County Council’s Cabinet Member for Health and Adult Social Care, Councillor J. Spence, has confirmed that the Director of Adult Social Care will arrange for relevant officers of Essex County Council to attend the meeting of the Overview and Scrutiny Committee to be held on 28 January 2020. The following overarching themes relating to the adult social care responsibilities of Essex County Council, as agreed at the meeting of the Committee held on 19 November 2019, have been notified to Councillor Spence as the focus of such external scrutiny:
(1) The criteria applied by Essex County Council for home visits to be made to local residents for the provision of home-based adult social care requirements; (2) The types of adult social care services currently being provided within the Epping Forest District, who such services are provided for and who provides the services on behalf of the County Council; (3) How issues of isolation within the local population, particularly amongst older residents, are being addressed by the County Council through the provision of local adult social care services; (4) How Epping Forest District Council can work effectively with Essex County Council to ensure that local residents with social care requirements are able to remain living in their own homes for as long as possible and how the Council’s current review of the provision of its sheltered housing schemes can support this aspiration; (5) The support available from the County Council for residents (and the families of residents) suffering from conditions such as dementia (particularly in the early stages of the condition) and visual impairment, and opportunities for the roll-out of smart home technology to help patients to stay in their own homes for as long as possible; (6) How the development of digital technology will support the County Council to provide innovative opportunities to improve local adult social care services, particularly in view of the planned withdrawal of the existing Careline service; and (7) How Epping Forest District Council can work effectively with Essex County Council to support the provision of local adult social care services and how the County Council intends to engage with this Council to ensure the best level of service provision to local residents;

Members wishing to call-in a decision should complete the attached call-in form and return it to Democratic Services before the expiry of five working days following the publication date of the decision.
