Election Count Arrangements May 2020

Election Count Arrangements May 2020

 

Dear Members,

 

The decision to move the early May Bank Holiday from Monday 4 May to Friday 8 May, has prompted a review of our count arrangements by the Elections Planning Group. In summary there are three main sets of elections on 7 May.

 

Thursday 7 May 2020

 

1.    District Council – approximately 21 wards

2.    Town and Parish Council – potentially 14 Councils with multiple candidates elected (Grass Skirts)

3.    Police, Fire and Crime Commissioner – Single Transferable Vote

 

We expect some of the Town and Parish Council elections to be contested. There is the possibility of additional by-elections for District and County. Our arrangements also have to dovetail with the overall plan for the PFCC coordinated by Colchester Borough Council.

 

The PFCC elections require the full district-wide complement of 80 Polling Stations, open from 7am to 10pm as usual (with the proviso that stations may remain open a little longer for anyone in the queue to vote at 10pm). Some polling stations will have multiple elections and large numbers of ballot papers with consequential impact on the complexity of the verification process.

 

Any attempt to hold verification and count straight after polls close at 10pm would therefore entail a very complex process long into the following morning of Bank Holiday Friday. In the interests of the staff, count accuracy and respect for the Bank Holiday marking the 75th Anniversary of VE Day, we have therefore decided to postpone the verification and main count processes until Saturday and Sunday. Ballot boxes will therefore be closed and transported to a secure location for storage.

 

Saturday 9 May 2020

 

Count staff will convene at Debden Park School Count Centre at 9am for:

 

1.    Verification of

District Council Wards

Town and Parish Councils

PFCC

Any by-elections

 

            Verification results of the PFCC ballot will be forwarded to Colchester Borough Council.

 

2.    Subject to successful completion of the verification process, we anticipate counting to begin between 1 and 2pm for

Any by-elections

 

Once all the election results for Saturday have been declared, staff will be released. The remaining uncounted votes for the PFCC will be sealed and transported back to secure overnight storage.

 

Sunday 10 May 2020

 

Staff reconvene for the completion of the PFCC count starting at 1pm on Sunday in accordance with the conditions set down by Colchester Borough Council.

 

In normal circumstances I would endeavour to deliver all the results (verification and count) straight after polls close on Thursday night. However, I hope that in the exceptional circumstances, you will agree that the arrangements outlined above are the most sensible and practical way of delivering the results on this occasion.

 

Further information including our normal arrangements for attendance by candidates and agents will be issued through the Elections Office nearer the time.

Councillor Portal Demonstration

Members are invited to a demonstration of the new Councillor Portal.

 

These demonstrations will take place on t is the 9 March 11.30-12.30 with a repeat session on 11 of March is 5.30 to 6.30pm. These sessions will take place in the Council Chamber.

4.

Members Accommodation Workshop

You are invited to an Accommodation Workshop on Thursday 27 February at 18.30 to receive an update on the progress made on this project. You will also have the opportunity to discuss the options for meeting venues during the accommodation refurbishment decant period.  Officers will also be seeking members’ views and input into the design of the member area/facilities of the newly refurbished Civic Offices.

 

Sacha Jevans - Interim Strategic Director, Rob Pavey - Service Director (Customer Services) and Alison Girdiefski - Accommodation Project Consultant will be at the workshop.

5.

Joint Meeting of Overview & Scrutiny Chairmen and Vice-Chairmen - change of date

Will members please note that the date of the next meeting will now be held on Monday 9 March at 19.30. This is because the meeting would have clashed with an Exec Briefing scheduled for the evening of Tuesday 10 March. Apologies for any inconvenience caused.

The notification of decisions taken by individual Portfolio Holders is no longer included in the Council Bulletin.

 

All members of the Council receive automatic email notification of the publication of each individual Portfolio Holder decision and the call-in period for each decision commences immediately. Members wishing to call-in a decision should complete the attached call-in form and return it to Democratic Services before the expiry of five working days following the publication date of the decision. Members should refer to the Constitution (Article 6 - Overview and Scrutiny) for the rules of call-in.
