DESCRIPTION OF PROPOSAL:

Upgrade and renewal of the recreational facilities on the site to provide short-stay all weather accommodation and communal facilities in order to ensure the site's continued use for recreational purposes. The proposal includes; (a) the demolition/removal of the existing central pavilion building, various dilapidated outbuildings, and mobile homes/pitches; (b) the refurbishment of 4 existing cabins including the caretaker's lodging; (c) the construction of a new central pavilion building and 34 new purpose-designed cabins; and (d) general landscaping works.

CONDITIONS

The development hereby permitted will be completed and retained strictly in accordance with the approved drawings numbers: 14.046 PL001 Rev A, PL002 Rev A, PL003 Rev B, PL004,PL005, PL006, PL011 Rev C, PL13 Rev C, PL15 Rev C, PL16 Rev C,  PL017 Rev C, PL023 Rev D, PL24 Rev D, PL031 Rev B, PL032 A, PL034 Rev A, PL035, PL036 Rev A, PL037, PL038, PL039 Rev A, PL040 Rev A, PL056, PL061, PL62 Rev A, PL63, GA.304, GA.303 and Moore Partners 'Tree Constraints Plan' drawing number AT/WC/08 rev A and  Ecology Letter (EECOS, April 2020), Great Crested Newt EDNA Survey (EECOS, July 2017), and the Reptile Survey (EECOS, June 2017), Ecology Letter (EECOS, March 2017) provided at reserved matters stage for the site, application reference EPF/2179/17, and the Proposed Lighting Plan Drg PL.016 Rev A (Tait Architects, 2016) submitted with application reference EPF/3470/17

When the cabins hereby approved have been constructed all caravans and tents shall have been removed from the site. In addition, once the cabins have been erected no part of the application site, together with the adjoining land owned by the applicants, shall thereafter be used for the accommodation of tents and/or caravans.

All buildings, containers, and caravans, to be demolished as shown on plan, shall be demolished and/or removed from the site before the central pavilion building hereby approved is first brought into use.

Any amplified music to be played on the site shall be confined to the inside of the central pavilion. No outside amplified music shall be played.

Prior to preliminary ground works taking place on the amendments hereby approved, details of surface water disposal relevant to these parts of the site shall be submitted to and approved in writing by the Local Planning Authority. The development shall be implemented in accordance with such agreed details.

If any tree, shrub or hedge shown to be retained in the submitted Arboricultural reports is removed, uprooted or destroyed, dies, or becomes severely damaged or diseased during development activities or within 3 years of the completion of the development, another tree, shrub or hedge of the same size and species shall be planted within 3 months at the same place, unless the Local Planning Authority gives its written consent to any variation. If within a period of five years from the date of planting any replacement tree, shrub or hedge is removed, uprooted or destroyed, or dies or becomes seriously damaged or defective another tree, shrub or hedge of the same species and size as that originally planted shall, within 3 months, be planted at the same place.

Hard and soft landscaping shall be implemented as shown on Tait Architects ‘Proposed landscape plan’ drawing number PL.013 rev C dated June 2016 ; and the accompanying planting schedule unless the Local Planning Authority gives its prior written approval to any alterations If within a period of five years from the date of the planting or establishment of any tree, or shrub or plant, that tree, shrub, or plant or any replacement is removed, uprooted or destroyed or dies or becomes seriously damaged or defective another tree or shrub, or plant of the same species and size as that originally planted shall be planted at the same place, unless the Local Planning Authority gives its written consent to any variation.

The tree protection, methodology for construction adjacent to trees and Arb site supervision shall be undertaken in accordance with the submitted Tree Survey/ Arboricultural Method Statement unless the Local Planning Authority gives its prior written approval to any alterations. Tree protection shall be implemented as shown on Moore Partners ‘Tree Constraints Plan’

drawing number AT/WC/08 rev A dated 17th June 2020.

No trenches or pipe runs for services and drains required to service the development hereby approved shall be cut or laid otherwise than in accordance with BS5837:2012 (Trees in relation to design, demolition and construction – Recommendations), except with the approval of the local planning authority. Any works within the calculated root protection areas shall be fully supervised by an Arboricultural Consultant and a report detailing the work undertaken / supervision shall be sent to the local planning authority within 28 days of the work being undertaken.

All mitigation and enhancement measures and/or works shall be carried out in accordance with the details contained in the Ecology Letter (EECOS, April 2020) as already submitted with the planning application and agreed in principle with the local planning authority prior to determination.

A Biodiversity Enhancement Layout, providing the finalised details and locations of the compensation and enhancement measures contained within the Ecology Letter (EECOS, April 2020), shall be submitted to and approved in writing by the local planning authority. The works shall be implemented in accordance with the approved details and shall be retained in that manner thereafter.

A lighting design scheme for biodiversity for the parts of the site relevant to the amendments hereby approved, shall be submitted to and approved in writing by the local planning authority. The scheme shall identify those features on site that are particularly sensitive for bats and that are likely to cause disturbance along important routes used for foraging; and show how and where external lighting will be installed (through the provision of appropriate technical specification) so that it can be clearly demonstrated that areas to be lit will not disturb or prevent bats using their territory. All external lighting shall be installed in accordance with the specifications and locations set out in the scheme and maintained thereafter in accordance with the scheme. Under no circumstances should any other external lighting be installed without prior consent from the local planning authority.

A Landscape and Ecological Management Plan (LEMP) shall be submitted to and be approved in writing by the local planning authority. The content of the LEMP shall include the following:

a) Description and evaluation of features to be managed.

b)Ecological trends and constraints on site that might influence management.

c) Aims and objectives of management.

d) Appropriate management options for achieving aims and objectives.

e) Prescriptions for management actions.

f) Preparation of a work schedule (including an annual work plan capable of being rolled forward over a five-year period).

g) Details of the body or organisation responsible for implementation of the plan.

h) Ongoing monitoring and remedial measures.

 

The LEMP shall also include details of the legal and funding mechanism(s) by which the long-term implementation of the plan will be secured by the developer with the management body(ies) responsible for its delivery. The plan shall also set out (where the results from monitoring show that conservation aims and objectives of the LEMP are not being met) how contingencies and/or remedial action will be identified, agreed and implemented so that the development still delivers the fully functioning biodiversity objectives of the originally approved scheme. The approved plan will be implemented in accordance with the approved details.

Prior to the first occupation of the development the access arrangements, vehicle parking and turning areas as indicated on the approved plans shall be provided, hard surfaced, sealed and marked out. The access, parking and turning areas shall be retained in perpetuity for their intended purpose.

There shall be no discharge of surface water onto the Highway.

No unbound material shall be used in the surface treatment of the vehicular access within 6 metres of the highway boundary.

The proposed use of this site has been identified as being particularly vulnerable if land contamination is present, despite no specific former potentially contaminating uses having been identified for this site. Should any discoloured or odorous soils be encountered during development works or should any hazardous materials or significant quantities of non-soil forming materials be found, then all development works should be stopped, the local planning authority contacted and a scheme to investigate the risks and/or the adoption of any required remedial measures be submitted to, agreed and approved in writing by the local planning authority prior to the recommencement of development works. In such instances, following the completion of development works and prior to the first occupation of the site, sufficient information must be submitted to demonstrate that any required remedial measures were satisfactorily implemented or confirmation provided that no unexpected contamination was encountered.
