That in accordance with paragraphs 2.8 and 10.1 of the Council’s Contract Procedure rules (2018), the Procurement Rules be waived to enable the direct appointment of PJA to undertake the Local Cycling, Walking and Infrastructure Plan for the Harlow and Gilston Garden Town.
