Minutes

To confirm the minutes of the last meeting of the Sub-Committee.

Minutes:

The Sub – Committee agreed that as the minutes of the last meeting had not been circulated with the agenda, they be deferred to the next meeting for consideration.

Substitute Members (Council Minute 39 - 23.7.02)

(Head of Research and Democratic Services)  To report the appointment of any substitute members for the meeting.

It was reported that Councillor G Mohindra was substituting for Councillor B Sandler

Declarations of Interest

(Head of Research and Democratic Services) To declare interests in any item on this agenda.

Minutes:

a)            Pursuant to the Council's Code of Member Conduct, Councillors A Lee and J Markham declared  personal interests in agenda items 7 (1&2) (EPF/1778/06/ EPF/1931/05 - 1 Salcombe Park Loughton), (9) (EPF/2136/06 -  3 Upper Park

Loughton) and (10) (EPF/2167/06 - Fratelli Deli Café 240 High Road Loughton) by virtue of being members of the Loughton Residents Association.  They declared that their interests were not prejudicial and indicated that they would remain in the meeting during the consideration and voting on the items.

 

b)            Pursuant to the Council's Code of Member Conduct, Councillor P Spencer declared a personal interest in agenda item 7 (5) (EPF/2117/06 - 83 Queen's Road

Buckhurst Hill) by virtue of being a member of Buckhurst Hill Parish Council.   He declared that his interest was not prejudicial and indicated that he would remain in the meeting during the consideration and voting on the item.

 

c)            Pursuant to the Council's Code of Member Conduct, Councillor K Angold Stephens declared a personal interest in agenda item 7 (1/2) (EPF/1778/06/ EPF/1931/05 - 1 Salcombe Park Loughton),    (7) (EPF/1961/06 -  Adjacent To 1 - 9 Oakfields, Lower Alderton Hall Lane, Loughton), (8) (EPF/2043/06 - 127 High Road Loughton),  (9) (EPF/2136/06 - 3 Upper Park Loughton), (10) ( EPF/2167/06 -  Fratelli Deli Café 240 High Road Loughton and (11) ( EPF/2212/06 - 7 Ashfields Loughton)  by virtue of being a member of Loughton Residents Association and Loughton Town Council. He declared that his interests were not prejudicial and indicated that he would remain in the meeting during the consideration and voting on the item.

Any Other Business

Section 100B(4)(b) of the Local Government Act 1972, together with paragraphs 6 and 25 of the Council Procedure Rules contained in the Constitution requires that the permission of the Chairman be obtained, after prior notice to the Chief Executive, before urgent business not specified in the agenda (including a supplementary agenda of which the statutory period of notice has been given) may be transacted.

 

In accordance with Operational Standing Order 6 (non-executive bodies), any item raised by a non-member shall require the support of a member of the Committee concerned and the Chairman of that Committee.  Two weeks' notice of non-urgent items is required.

Minutes:

The Chairman reported that a meeting had been arranged for 23 January 2007 at 7.30 pm at the Civic Offices Epping for Members of the Sub – Committee to considered options for implementing the recent changes to the membership of the Sub – Committee.

            RESOLVED:

 

            That the planning applications numbered 1 – 11 be determined as set out in the attached schedule to these minutes.

Delegated Decisions

(Head of Planning and Economic Development) Schedules of planning applications determined by the Head of Planning and Economic Development under delegated powers since the last meeting of a Plans Subcommittee may be inspected in the Members Room or at the Planning and Economic Development Information Desk at the Civic Offices, Epping.

Minutes:

The Sub-Committee noted that schedules of planning applications determined by the Head of Planning and Economic Development under delegated authority since the last meeting had been circulated and could be inspected at the Civic Offices.
