Minutes: The three Councillors presiding over this application were Cllr T Matthews (Chairman), Cllr I Allgood and Cllr R Morgan. Also in attendance were Cllr Keska. The Councils Legal Officer were Nicola Sayer, and observing were Louise Mascall, EFDCs Solicitor Apprentice. In attendance for the application were Mr N Makeen (Applicant) and Mr B Kirubaharan (Applicants buisness partner), and Mr S Gibson (Applicants Agent). Objectors present were Cllr A Lion, Chigwell Parish Cllr S Jefcoate, David Hart, Mr & Mrs Christiansen, S Gredley, Mr & Mrs Newman, B Stokes, J Unstead, S Phillips, and Mr & Mrs Mardon. Representing Essex Police were Kelsey Dott.
The Licensing Manager, Mr D King, introduced the Premise License application regarding Chickaros Chicken Chigwell, 783 Chigwell Road, Woodford Green, Chigwell, IG8 8AU. The application was for the following:
· Late Night Refreshment Monday to Saturday 23:00 to 00:30- Home delivery only · Late Night Refreshment Sunday 23:00 to 00:00- Home delivery only
Mr King reported that objections had been received from neighbours and Chigwell Parish Council. A previous objection from Essex Police were no longer relevant as the applicant had amended the hours the licence applied to, according to the hours suggested by Essex Police.
The Applicants agent, Mr Gibson, made a statement in support of the application, taking into account the objections and addressing the amended hours aligned with the suggestions from Essex Police.
The objectors and the sub-committee asked questions regarding the application. The applicants and agents answered, with a few legislative questions being answered by Mr King.

The Sub-Committee retired for their deliberations.
The Sub-Committee returned and advised the participants of their decision. The participants were reminded of their right to appeal to a Magistrates Court within 21 days of the decision.
Resolved:
The decision of this Sub-Committee is that the application of premises Licence in respect of Chickaros Chicken Chigwell, 783 Chigwell Road, Woodford Green, Chigwell IG8 8AU
Be granted for:
The provision of Late Night Refreshment.
Between the hours of: Monday to Saturday 23:00 – 00:30 and Sunday 23:00 – 00:00
Subject to: · The conditions as submitted by the applicant within their application, · The representations which were previously agreed with the Applicant and Essex Police on page 48 of the report in so far as they add to or supersede the applicant’s conditions,
And in addition, for the prevention of public nuisance, the following conditions: · Only two electric vehicles are to be used for home deliveries of food at any time and are only to be driven by staff directly employed by the Licensee. · Deliveries will only be made to a bonafide address. · Parking of delivery vehicles will only be taking place on the Chigwell Road side of the Licenced Premises. All deliveries made within the licenced hours will commence and end on the Chigwell Road side of the Licensed Premises.
