1.         This meeting is to be webcast. Participants are reminded of the need to activate their microphones before speaking.

To determine the application for a Temporary Event Notice under the Licensing Act 2003

The three Councillors that presided over this application were Cllrs L Mead (Chairman), R Morgan and I Allgood. In attendance for the application was the applicant Mr J Webster and representing Essex Police were Mr R McManus and Ms K Dott.


The Sub Committee received a report on the application for a Temporary Event Notice at the Pink Zebra in Sewardstone Road, Waltham Abbey on the 7 July and 8 July 2023 between the hours of 8.00pm and 3.45am. Members of the Sub Committee considered the report and the evidence presented to the hearing by the applicant, and Essex Police. Essex Police had particular concerns that the normal conditions attached to the Premises Licence would not be in operation for the event under the jurisdiction of the Temporary Event Notice.


The Sub-Committee retired to consider the case accompanied by the Team Manager for Democratic & Electoral Services and the Council’s Solicitor. No issues of law or policy arose during the Sub-Committee’s deliberations, and therefore the Officers were not required to offer advice.


The Sub-Committee returned to inform the participants of its decision. All participants were reminded of their right of appeal to a Magistrates Court within 21 days of this decision, and that no appeal could be brought no later than five working days before the day of the event specified within the Temporary Event Notice.




(1)        That the application for a Temporary Event Notice at Pink Zebra, 6 Foxes Parade, Sewardstone Road, Waltham Abbey EN9 1PH be granted for the sale by retail of alcohol, the provision of regulated entertainment and the provision of late-night refreshment on 7 July 2023 and 8 July 2023 between 20.00 and 03.45 subject to the following conditions which were considered reasonable and proportionate and in the public interest for the promotion of the licensing objectives:


1.     The application of all the conditions within the current, existing Premises Licence, as detailed on pages 26 – 30 of the agenda.


2.     A counter notice would not be required as the application of the existing Premises Licence conditions would not undermine the Licensing objectives.
