To determine the application for a new Premises Licence under the Licensing Act 2003 PDF 143 KB An application has been made by The Indian
Street Drinks & Food Company Ltd for a new premises licence in
respect of Grand Cholan, 154 High Road, Loughton, IG10
4BE. Additional documents:
Minutes: The three Councillors presiding over this application were Cllr R Morgan (Chairman), Cllr A Lion and Cllr L Mead. Also in attendance were Cllr L Morgan. The Councils Legal Officer were D Murphy. Democratic Services officer were T Larsen.
In attendance for the application were Mr V Karuppusamy (Applicant) and Mr Fisher (Legal and Financial advisor) and Mr A Newman (Licensing Consultant).
Objectors present were Mr S Richardson and Ms A Sami.
From Licensing were D King (Licensing Manager) and H Ibrahim (Licensing Officer).
The Licensing Officer, H Ibrahim, introduced the Premise License application. The application was for the following:
An application has been made by The Indian Street Drinks & Food Company Ltd for a new premises licence in respect of Grand Cholan, 154 High Road, Loughton, IG10 4BE. The applicant is applying for the following licensable activities:
Supply of Alcohol (on the premises) Monday to Sunday – 11:00 to 23:30
Provision of Recorded Music (indoors) Monday to Saturday – 08:00 to 23:30 Sunday – 11:00 to 23:30
Hours Premises will be open to the public Monday to Sunday – 07:00 to 00:00
H Ibrahim reported that objections had been received from Loughton Town Council as well as from local residents.
Essex Police has agreed conditions with the applicant as follows:
· At all times, whilst the premises is open for licensable activities, there are members of staff able to immediately provide viewable copies of CCTV recordings to the Police or Licensing Authority staff upon reasonable request. · All staff engaged in the sale or supply of alcohol on the premises shall have received training in relation to the protection of children from harm (including under-age sales), how to recognize drunkenness and the duty not to serve drunk persons. Refresher training shall be carried out at least every six months. · Training records shall be kept on the premises (or otherwise be accessible on the premises) for a minimum of 12 months and made immediately available to Police, Trading Standards or Licensing Authority staff upon reasonable request.
The Applicants Licensing Consultant, Mr Newman, made a statement in support of the application. The sub-committee and the objectors asked questions regarding the application.

The Sub-Committee retired for their deliberations.
The Sub-Committee returned and advised the participants of their decision. The participants were reminded of their right to appeal to a Magistrates Court within 21 days of the decision.

The decision of this Sub-Committee is that the application of premises Licence in respect of Grand Cholan, 154 High Road, Loughton, Essex IG10 4BE
