The three Councillors that presided over this item were Councillors R Morgan, A Boyce and A Mitchell. The Chairman welcomed the participants and requested that they introduce themselves to the Sub-Committee. In attendance was the Applicant, Mr N Coskun, and his wife. There were no objectors in attendance. The Chairman then introduced the Members and Officers present, and outlined the procedure that would be followed for the determination of the application.

 

The Application before the Sub-Committee

 

The Assistant Director (Legal Services) informed the Sub-Committee that an application for a Premises Licence had been received in respect of a Convenience Store located at 295 High Road in Loughton, along with representations from Essex Police, Loughton Town Council and three local residents.

 

The application had requested permission to sell alcohol from 7.00am to 1.00am, Monday to Sunday. The premises was a convenience store, selling groceries, confectionery, soft drinks, newspapers and tobacco products. A representation had been received from Essex Police stating that the hours should be amended to 8.00am to 11.00pm, Monday to Sunday, to prevent public nuisance and possible crime and disorder in the vicinity. The Applicant had agreed to this request and the application had been amended accordingly; as a result, Essex Police had withdrawn their representation.

 

Presentation of the Applicant’s Case

 

The Applicant stated that it was their intention to run an Off-Licence alongside the sale of organic produce, from their premises at 295 High Road in Loughton. The Applicant confirmed their agreement to the revised hours suggested by Essex Police.

 

Questions for the Applicant from the Sub-Committee

 

In response to questions from the Sub-Committee, the Applicant stated that there was another family business based in Loughton, which was also an Off-Licence/Grocery store selling alcohol. The Applicant agreed that it was important to control the sale of alcohol to young people; the ‘Challenge 25’ scheme would be implemented, and any young person would need to produce accredited identification to prove their age before being permitted to buy alcohol. There would be no deliveries of alcohol from the premises.

 

Consideration of the Application by the Sub-Committee

 

The Sub-Committee noted that the premises was a convenience store and the application had been amended following the representation from Essex Police. The Sub-Committee noted all the representations that had been received. The Chairman informed the Applicant of the Sub-Committee’s decision.

 

Resolved:

 

(1)        That the application for a Premises Licence at 295 High Road, Loughton be granted subject to the conditions set out in the representation from Essex Police.

The Chairman then introduced the Members and Officers present, and outlined the procedure that would be followed for the determination of the application.

 

The Application before the Sub-Committee

 

The Assistant Director (Legal Services) informed the Sub-Committee that an application had been received to renew a Sex Shop Licence for Unit 11G at Chase Farm, Vicarage Lane, North Weald. The application requested permission to trade between 10.00am and 6.00pm, Monday to Friday. Representations had been received from Essex Police and Essex Fire & Rescue Service, but neither representation had objected to the application.

 

Presentation of the Applicant’s Case

 

The Applicant highlighted that this application was for a renewal of an existing Licence, and that no objections to the application had been received.

 

Questions for the Applicant from the Sub-Committee

 

In response to questions from the Sub-Committee, the Applicant stated that the majority of his business was via mail order, but approximately 30 to 40 people visited the premises each year. The business had been based at Chase Farm for six years now, and the surrounding buildings were all light industrial units.

 

The Senior Licensing Officer confirmed that it was Council policy for all Sex Shop applications to be considered by the Sub-Committee.

 

Consideration of the Application by the Sub-Committee

 

The Sub-Committee noted that no objections to the application had been received, and received no further advice from the Officers present. The Chairman informed the Applicant of the Sub-Committee’s decision.

 

Resolved:

 

(1)        That the application to renew a Sex Shop Licence for Unit 11G at Chase Farm, Vicarage Lane, North Weald be granted, subject to the Council’s standard terms and conditions.
