            RECOMMENDATION:

To note, comment on and agree the revised version of the District Council and Local Council Charter.

Since the inception of Epping Forest District Council in 1974, the District Council and the Parish and Town Councils have come together to discuss matters of mutual interest and concern. In December 1993, following publication of the first series of reports by the Local Government Commission, the District Council, noting the views of the Commission, decided to pursue the concept of a Charter for Parish and Town Councils.  The District and Local Councils review the Charter jointly at approximately two yearly intervals.

Over the last year the District, Town and Parish Council Charter Review Working Group have been working very hard to review and update the Charter that is held between the District and the Town and Parish Councils. This special Local Council Liaison Committee has been arranged to agree and sign off this latest version of the Charter.

The fifth version of the charter is attached for information. For ease of reference the sections that have been altered or rewritten have been sidelined. The Committee is asked to consider the draft, comment on it and agree the final version.

The Committee considered the revised version of the District Council and Local Council Charter. The District, Town and Parish Council Charter Review Working Group had been reviewing and updating the Charter.

The Chairman thanked the Working Group for all their hard work in preparing the plan.

RESOLVED:

That the revised version of the District Council and Local Council Charter be agreed.

The Chairman reported that her Christmas Carol Concert would be held on 8 December 2007 at St. John’s Church at Buckhurst Hill.  She looked forward to seeing all those who would be attending at the service and wished members a Merry Christmas and a Happy New Year.
