Matters Arising

Scheme Programme - Minute Item 33 (Design Capacity)

 

ECC reported that there was no intention of the County Cabinet Member to increase the capacity of the design team at County.

 

D Sprunt advised the Panel that feasibility studies would be needed for validation in order to allocate an amount to each scheme.

 

Councillor G McEwen reported that there had been confusion with the schemes that were priority, and which schemes the design team would need to look at.

 

J Simmons advised he would be available to meet with Panel Members to advise them with their scheme lists.

NEPP Liaison

Liz Saville, ECC Head of Network and Safety/Traffic Manager will be attending the meeting to talk about the operation of the NEPP.

The Panel received an overview on the NEPP from Liz Saville, ECC Head of Network and Safety/Traffic Manager.

 

There were two Parking Partnerships in Essex the SEPP and the NEPP, which were formed in early 2011. They had brought together the administration of all highway parking enforcement throughout Essex.

 

Essex County Council (ECC) gave £250,000 to each Partnership.

 

The SEPP were based in Chelmsford and were responsible for Basildon, Brentwood, Castlepoint, Chelmsford, Maldon and Rochford. Parking requests for the SEPP would go through ECC.

 

The NEPP were based in Colchester and were responsible for Braintree, Colchester, Epping Forest, Harlow, Tendring and Uttlesford. Parking requests for the NEPP would be dealt with by the NEPP.

 

County Councillor G McEwen asked if local priority requests would go via the Local Highways Panel, Parish or Town Council.

 

Liz Saville advised the Panel that local priority requests could go through the Local Highways Panel or Councillor Waller.

 

The Partnership had a range of criteria, a request would be looked at and given a ranking then evaluated and scored. ECC would pay for schemes that met the criteria.

The Panel discussed schemes that would be undertaken this financial year and made changes to the schedule as shown in the attached appendix. It was agreed that other schemes would be separated out from the schedule for later consideration.

 

Councillor Pond agreed with Mr Durrani to fund the A1168/Oakwood Hill scheme, estimated cost £2,500, from his budget.

It was agreed that ECC officers would review progress with proposals for hedgerow cutting in Staples Road, Loughton.

The date of the next scheduled meeting is now not possible. Officers will suggest dates for the next meeting.
