The Joint Meeting of Development Management Chairmen & Vice-Chairmen on 9 September 2019 has been cancelled due to a lack of business.

The next Joint Meeting of Development Management Chairmen & Vice-Chairmen is scheduled for Thursday 5 March 2020 at 7pm in Committee Room 1.

It is understood that former Councillor Susan Perry, who represented the Epping Hemnall ward of the district, has recently passed away. The Council does not currently have details of the funeral arrangement for former Councillor Perry.

The next Partnership Board meeting has been put back until towards the end of November and an alternative date is currently being organised with the Chairman and Places Leisure. Once this is finalised, members will be informed of the new date for the next meeting.

The Planning Viability Briefing has been agreed for the 10 September 2019 and will take place between 6pm and 8pm in the Council Chamber.

The Planning Viability Briefing will cover:

• An Introduction to planning viability;
• The current legislation, policy and guidance;
• Understanding why planning viability is different to commercial viability assessments;
• How viability impacts on plan making and Development management decision making – including the changes that have taken place over the last year;
• Viability and developer contributions
• Viability as a material consideration in determining applications

The session will be delivered by Gilian Macinnes, a very experienced expert speaker who has specialised in providing advice, guidance and training on viability and deliverability.

The notification of decisions taken by individual Portfolio Holders is no longer included in the Council Bulletin.

All members of the Council receive automatic email notification of the publication of each individual Portfolio Holder decision and the call-in period for each decision commences immediately. Members wishing to call-in a decision should complete the attached call-in form and return it to Democratic Services before the expiry of five working days following the publication date of the decision. Members should refer to the Constitution (Article 6 - Overview and Scrutiny) for the rules of call-in.
