Decisions

(1)        That EFDC allow the surrender of the persisting long ground lease at Units 114, 115 and 116 Brooker Road in return for granting a capital premium and a short leaseback to the tenant. This is in line with existing Asset Management Strategy and Corporate Plan on this estate.

(1)        That a ground lease for a term of 99 years be approved to Chigwell Row Infant School for a peppercorn, thus providing the School with space to develop additional classrooms. A 5-year break will be inserted and activated should the School fail to develop the land as intended within that timeframe.

That EFDC enter into a Lease of 100 Brooker Road, Waltham Abbey with a suitable tenanton commercial lease terms, following completion of the marketing period.

Approval is sought for extension of existing contract between the Council and Turner and Townsend for preparation of a Master plan for the North Weald Airfield and to set aside Section 10.1 of the Procurement Rules for reasons set out in the report.

1.         That, in accordance with Financial Regulations, 2 cases of former tenant arrears over £2,500, amounting to £7637.82 (for the period January 2021 to March 2021) be written-off.
