Decision:

(1)   That the parcel of land to the Rear of 7 Mayflower Close, Lower Nazeing, Essex, as shown at Appendix 1, which measures approximately 118.17 square meters, be sold to the owners of 7 Mayflower Close, Lower Nazeing, for the market value of £14,000.

 

(2)   That the parcel of land to the Rear of 8 & 9 Mayflower Close, Lower Nazeing, Essex, as shown at Appendix 2, which measures approximately 177.40 square meters, be sold to the owners of 8 Mayflower Close, Lower Nazeing, for the market value of £16,000.

 

(3)   That a covenant be placed on the Title Deeds to:

 

(a)   Require the new owner to be responsible for erecting as necessary and forever maintaining a boundary fence/wall.  Prior approval of the Council is required over the type of boundary fence/wall prior to completion;

 

(b)  Restrict the use of the land for garden use only;

 

(c)   Restrict the potential for development of the land;

 

(4)   That the new owners be required to pay the Council’s reasonable legal costs in connection with the sale of their respective purchases.

Decision:

(1)        That, for the remainder of the 2022/23 municipal year, the following changes be made to the Executive Portfolio Responsibilities:

 

            (a)        Audit (including Corporate Fraud) be moved from the Leaders Portfolio to       the Finance Portfolio;

 

            (b)        Digital Inclusion within the Customer Portfolio be renamed Digital Strategy;

 

(c)        Community Safety & Policing Hub be moved from the Technical Services Portfolio to the Housing & Community Portfolio;

 

(d)       Community Resilience Hub remain with the Technical Services Portfolio; and

 

(2)        That the Constitution be amended to incorporate the revised full list of Portfolio Responsibilities for the remainder of the 2022/23 municipal year, as attached at Appendix 1 of this report, as part of the next Constitution update.

Decision:

(1)   That the parcel of land adjacent to 4 Mill Lane, Moreton, as shown at Appendix 1, which measures approximately 446.25 square metres, be sold to the owners of 4 Mill Lane, for £15,000.

 

(2)   That a covenant be place on the Title Deeds to:

 

(a)   Require the new owner and any successors in Title, to preserve all existing pipes and drains on the land so as not to damage them or obstruct access;

 

(b)  Require the new owner and any successors in Title, to maintain access rights for maintaining pipes and drains;

 

(c)   Require the new owner to be responsible for erecting as necessary and forever maintaining a boundary fence/wall.  Prior approval of the Council is required over the type of boundary fence/wall prior to completion;

 

(d)  Restrict the use of the land for garden use only;

 

(e)   Restrict the potential for development of the land;

 

(f)    Restrict excavation of the land.

 

(3)   That the new owner be required to pay the Council’s reasonable legal costs in connection with the sale.

01/12/2022 - Emergency Alarm Upgrade ref: 3906    For Determination

Decision:

(1)     To note that due to non-service delivery and compatibility issues with our monitoring provider Tunstall Response, the emergency alarm upgrade contract with Doro & Everon has been terminated

 

(2)     That given the alarm monitoring contract is due for renewal in 2024, approval is being sought to undertake a tender exercise in 2023 to procure a new alarm system and monitoring service from one provider for the Council’s sheltered housing schemes
